PURPOSE
This policy aims to ensure that all Leaders Institute (LI) buildings and infrastructure support educational and research activities. This includes compliance with the LI’s approved plans, building codes, Federal and State Acts, Workplace Health and Safety Legislation, contractual obligations, and any other required standards and policies.

PRINCIPLES
LI ensures that its facilities and infrastructure:
- requirements are clearly explained during staff induction and student orientation;
- are open and accessible to staff, students, and broader community where possible, subject to the safety and security of people and assets;
- support staff and students with additional needs according to the Diversity and Equity Policy;
- uphold requirements in the Health, Safety, and Wellbeing Policy;
- provide continuous secure access to digital information and communication services for approved users as noted in the Information and Communication Technology Policy;
- utilised for staff and/or student events on campus or online uphold the Code of Conduct Policy and are consistent with the Academic Freedom and Freedom of Speech Policy;
- adhere to the National Code of Practice for Providers of Education and Training to Overseas Students 2018 and Education Services for Overseas Students Act 2000;
- include office space and library resource allocations for Higher Degree Research (HDR) students as noted in the Research and Scholarship Policy, Library Policy, and HDR Candidature Policy.

Facilities
physical and digital learning environment that promote LI’s student services and support, learning and teaching, and research and scholarship.
Infrastructure
physical and digital resources such as classrooms, lecture theatres, internet, and e-learning/digital platforms used by students and staff.
Facilities and infrastructure include, but are not limited to:
- office space for staff and HDR students;
- LI’s global online library;
- building services, including air-conditioning, ventilation, exhaust, or control systems;
- electrical services, including lighting;
- fire systems;
- waster or waste systems and connection of equipment to such systems;
- building fabric;
- paint and floor coverings;
- security and/or locking systems;
- fume cupboards or hoods;
- heavy loading, including research activities, artwork, sculptures and hanging of pictures;
- application of any devices, structure or treatment which alters the external appearance of a building, including external signs, paining or landscape work;
- lifts, hoists, and cranes;
- universal access to buildings;
- installation of furniture and fittings;
- site infrastructures such as fences, roads, footpaths, landscaping, vegetation and in ground services;
- continuous Information Technology services, including but not limited to videocalls, digital learning platforms, online submission of assessments, streaming, and other high-traffic digital activities.
Space Allocation
Space allocation is prioritised to efficiently and effectively meet educational and research needs. All spaces on LI campuses are centrally managed by the Operations Officer to ensure optimisation between timetabling and increased space utilisation. Spaces are designed to:
- support contemporary work practices and the type of work being done;
- enhance wellbeing;
- enable a culture of collaboration between staff, staff and students, and staff and the broader community.
FACILITIES ACCESS
Executive Management Team oversees all maintenance, major and minor works on the Institute, buildings, structures, and site infrastructure on behalf of the Institute and in accordance with leasing and ownership agreements. All new buildings and infrastructure requirements are to be managed and undertaken with the approval of Governing Board.
Where the buildings and infrastructure are subject to a lease, license, or legal document to a party outside LI, under which repairs, maintenance or capital improvements are dealt with Executive Management Team adheres to those requirements or obtains legal or other advice to clarify the rights and responsibilities of the parties. Where a proposed building or infrastructure relates to a new lease, license, or like arrangement, then legal advice and approval from Governing Board are required.
PROCEDURE
The President and approved staff may complete existing approved minor works and licensing arrangement to the agreed values and an upper limit of $20K for new works and projects consistent with campus space plans and approved new projects by Governing Board.
